The Judgment

Biting Through describes an obstruction that must be confronted directly before unity or progress can be restored. The obstacle cannot be reasoned around indefinitely. Clear judgment and decisive action are required, especially when disorder has been allowed to remain between people, duties or parts of a system. Firm consequences are beneficial when they are applied with intelligence, fairness and a genuine intention to restore order.
